No. It's to further the careers of the researchers.

No. They are mainly publishers and conference organizers, and that's where
their budget goes. Research is funded via grants from various
sources. Part of the grant money is used to pay for publications,
conference attendance, etc. Grants are awarded through a competitive
process. Acceptance of journal articles and conference papers is done
through a peer review process.
