Any scientist (or typically his department/chair) has to.

Just to throw in some numbers, publishing at (CS-related) IEEE and ACM
conferences is typically between $450 and $600 (i.e. the conference 
fee). If you don't register, you don't get published.

Plus, of course, the flight and hotel costs since you are required to be 
there and present your work.
