Just the opposite, actually.  You or your institution have to pay the 
publisher to get an article published.  And you have to assign all your 
rights to the publisher.  It's just simple economics -- for a technical 
publication there is not enough sales volume to cover the cost of 
publication.  If you want your work to get out, then you have to pay.
