[sdiy] problem interfacing VBiased stomp with +/-12volt Modular

Ok
THis is probrably simple but I am stumped.
I built (on breadboard) an Lm13600 Based Phaser that uses A Voltage Divider to provide a +/- from a battery or single supply
'12 volt Wall wart. That works fine. Sounds good.
BUT when I try to connect it to either my modulars mixer or even a +/- 12volt voltage follower opamp, I hear CLEAN guitar but NO phaser.
If i disconnect it from the buffer or my modular and plug the phaser t straight into my soundcard, I hear phaser again/
Is this a loading issue? Is the Buffer or mixer i try to plug it into (powered off of +/- 12volts) somehow STOPPING the phaser lfo from working?
Now obviously this is a big problem and something i need to fix not only for this specific case But so that if i ever make another circuit which runs off of single supply and powers opamps with a VB, that i wont run into this again.

. The ony mods i made are different cap values and I powered it from +12volts instead of 9.
