I've had a very similar problem to this in the past with AVRs. I'll
occasionally get one pin that doesn't behave as its supposed to. This has
happened two or three times (brand new chips) out of around 25 chips used!
The only solution in every case was a new chip or use a different IO pin. I
put it down most likely to ESD but there could have been other reasons. If
I were you I wouldn't waste any more time before trying a new PIC chip see
if that fixes it. G

Many PICs have open drain pains so you need external 4.7K or so pullups. I
also found out (the hard way) to tie unused I/O pins to pullups, not just
leave them floating (even if declared as an output).
