In general, no, envelopes don't come out as MIDI signals. You get  
Note-on and Note-off, which together amount to a gate signal with  
velocity. This triggers an envelope in the softsynth.

However, there's probably a softsynth out there that lets you route  
control signals like envelopes or LFOs to a MIDI CC message output.  
 From there, you're a MIDI->CV convertor away from having it back  
into the analogue domain. So it can be done. Like Scott said, it  
depends who wrote the software.
