I'm inclined to suspect a bad chip as a last resort.  It's easy to
have an issue in software, and think the component is bad.  Double
check your configuration of RB0.  Compare it to the datasheet.  And go
through your code, make sure it's not a bug in the way you've handled
setting the output.
