That's what I thought .. so a board with no panel components could be 
fixed by a right angled bit of sheet metal which itself was fixed behind 
the panel components.  Or alternatively a separate PCB for the panel 
components could be made and the main board fixed to this with spacers.

I definitely don't want to tie this design down to a particular panel 
layout, although I might make a separate panel component PCB.
