No, I'm using Labcenter Proteus and unfortunately I don't think packages 
can be created using scripts.  And the package library files are binary, 
so no chance to create a hack.  On the plus side it is very quick & easy 
to create new packages, even with 100s of pins.  But no quick way to go 
through and change a property for all pad types in 1 operation.
