>From memory, the 78xx tab is connected to ground, but the 79xx tab is
connected to the input voltage. If both of them are effectively shorting
(through the heatsinks), then that could cause problems.

However, I would expect the opposite - i.e. it won't work if they're
connected.

Do you have a part number for the PSU? I'm just guessing what could be
wrong here....
