Hi Dan,
Measure the voltage between the earth ground and the chassis. If it's at or
near either +/- 15V, you can almost guarantee a hidden short to the rail
somewhere. Might help you track down the issue a little more quickly
Also: If you're using any metal stand-offs beneath your PCBs, perhaps one
is touching a trace?
