This is more than likely a CCFL backlight.

These use a fairly high *AC* voltage, generated by a circuit called a Royer 
Inverter:

The inverter is usually a separate pv board, not part of the LCD matrix 
circuit. Therre are several companies that sell either replacement 
boards/tubes or they have white LED replacements
