No, the limit is the maximum size.  In fact you can draw outside that 
size (please test yourself, it's been quite some time that I did 
this) and it should export, you just can't place any parts there.

If you want to stay low-cost or no-cost, there is also Target3001.

There is no limit to the size (the program handles up to 1200x1200mm I 
think), but the versions are limited to a certain number of parts in 
the schematics and/or pins on the PCB.  The paid-for versions are 
useable for commercial projects.  If you don't mind the lock-in to a 
certain PCB manufacturer (I don't think it's a good idea), several of 
them provide the software without the limitations, but then you can't 
transfer the design to some other PCB shop.

Or try gEDA programs.  I'm personally not too fond of pcb, but it does 
work OK and has no limitations.

I think they are perfectly capable of understanding what Paul wanted, 
but had a bit of trouble of explaining him why they won't do it.  The 
size limit has been criticized often enough, so if they did want to 
do something about it they'd already done it.
