Yeah, they want your money, but not that badly!

No - it will do any size board UP TO the limits.  For example, I've just finished a board 80mm x 80mm, and I've done other boards in a variety of (small) sizes.

Perhaps more an issue of poor English?  Would one of our German-speaking colleagues like to contact Eagle and discuss this natively?  I'm sure many on the list would be interested in a version of Eagle that supported larger boards on two layers.
