I use one of these :

Also useful for trimming thin aluminum ( up to about .050" ) that I use for
making all my brackets.  I had to shim the upper blade approx .013 so that
standard pcboards would fit, but this was a 5minute job.

Yeah, its not cheap but its not exactly expensive either and I've used the
heck out of mine over the last couple years.
