Sure, but they are simple and can be implemented in available technology.  I'm certain a small FPGA
could do it - in fact, a programmable chip would allow any manner of scale, western, eastern,
Martian, etc.  FPGAs typically have LOTS of output pins and LOTS of flipflops.  An FPGA, based on
static RAM, can be reprogrammed as you need it.

watch the line wrap, it's one URL.  This board sells for $35, comes with programming software. 
There is a connector with about 28 I/O pins connected to the FPGA.  You could provide a 24 note top
octave scale output with this (quarter tone based eastern scales).

A suboctave or subharmonic is generated by a divider or dividers.  That's just one example, there
are others.
