As far as i know, he is not. Telling from what he writes on his website and 
what he told me in some emails we exchanged on that matter, he's fairly open 
for any reasonable offer in that regard. He won't do it himself, but if 
someone would like to jump in, make a decent disk of PDFs out of it and pay 
Bernie some yet-to-be-determined amount of royalty, he's really open to it.

In my opinion, it's the royalty part that scares people off. Plus probably the 
amount of work involved to get decent scans of all those, umm, MANY pages 
(some 3000 i seem to recall).
