The main reason would be a desire to keep things simple.
Another problem would be, how do you put the arpeggiating information in?
Easy if you have a keyboard..
Sure, you can have ruleslike "take the notes while this button is depressed"
but it would soon turn a simple midi-cv unit into a flightdeck.
It certainly could be done, though.
