I don't know of any universal power supply that does require a
specific terminal to be "N" for function or safety. That does
certainly not mean they don't exist, but their utility would be
severely limted because you could only do fixed installations in most
parts of the world with them. In any case, both AC input terminals
should be isolated from case/earth.
