I've only made a handful of boards, but I've drilled them all by hand
using a knockoff Dremel clone from Costco, so it is possible (and I have
shaky hands from many years of caffeine). You might try using a smaller
bit - I did mine with a 1/32" Dremel (not knockoff) bit. They're a
little hard to find, but if I understand correctly they're also about
25% less in diameter than your #60 bit.
I would definitely suggest double-checking your acetone to make sure
that's what it's mostly made of. Mine is "professional nail polish
remover", but it's 100% acetone. I can't exaggerate how much better it
works than regular nail polish remover.
