[sdiy] tinning home etched boards?

I always tin mine. They look nice, don't oxidize and solder easier. I
think the problem you're having is that the copper isn't all clean.
scrub it down with some steel wool or throw it back in the etch tank
after you've cleaned off the emulsion. Get it nice and shiney.
