Cutting pcbs with a Dremel tool is dirty and difficult. If you can find a
friend with a shearing machine (every machine shop has one) then this is a
much nicer way to do it. Clean the edge up with a small file, and you're
done.
Concerning drilling, I recently drilled several hundred holes in pcbs on a
drill press with #62 and #71 drill bits, and the very tiny quantities of
dust this generated stayed on or under the board. I can't see that this
presents any sort of hazard whatsoever.
