I've heard several reports of that.  I helped one guy get a LP version of a 
7905 to work.  He had it designed and wired properly (it seemed) , but the 
negative side sometimes shut down on power-up.  Apparently from the inrush 
current.  But it didn't look like he had excessive loading.  He went to a 
beefier 7905 and it was fine.
