It has to be on a case-by-case basis - if a 7805 is OK (and I use loads
of them) then why make it any more complicated.
The 723 has >big< advantages if you are building a multi-rail supply
though, an overload on any one rail can shut the whole supply down
(sometimes essential).
I guess I agree with Ian and Tony in general (but with more faith in the
78xx series)
