Should work, just set the bottom layer to "*" and the top layer to 
"N/A".

But, then, Eagle's Autorouter wouldn't do anything you can't do yourself 
as it's rather crappy. Where you would actually like to use an 
autorouter, it fails miserably... And where you don't need one, it 
produces ugly layouts.
