it is a fast method, IMO. and you won't have to etch and drill, which 
would create a lot of poisonous debris in your flat (etchant, dust from 
drilling).

it's up to you to use the 2nd layer or not. eagle does not push you to use 
multiple layers, nor expressPCB does. it's just the expressPCB production 
system that does charge you for dual layer, no matter if the layout is 
actually single layer.
in the past i did all my press'n'peel layouts using expressPCB. now i use 
eagle (even the autorouter allows you to use only one layer BTW).
