I have been messing around with this program a bit.  I haven't actually 
done anything with it yet...but...it looks like it has a lot of 
potential.  It is free PCB/Schematic capture program, and runs on a 
variety of platforms...including windoz...(I have it running under both 
Vista Home Premium and XP SP3).

The only thing I don't like about it so far is the way you Zoom and 
Scroll.  And I still haven't gotten to the PCB part yet.  But the 
schematic editor will do hierarchical schematics, and the parts editor 
seems easy to use.  I will report more as I explore more...but at the 
moment, there isn't a lot of spare time...my FPGA synth is really 
chewing up the free time.
