Maybe. This was the cause in my Crumar Bit masterkeyboard. It worked nice for some years and then stopped working correctly.
Installing new pullup resistors (in parallel to the installed ones) gave me back the proper function.
And it also worked for another guy on the crumar list that had the same error...

So at least it is worth a try... I installed 1k resistors if I remember correctly - so quite low resistor values...
