I have never found heatshrink satisfactory for resizing pot shafts.
Certainly not with set screw type knobs.

And I also learnt the hard way that buying knockoff Alps pots from mainland
China is a foolish economy, sometimes..

true dat.  but, i have fixed this pretty successfully by applying 1 or 2
layers of heatshrink tubing to the undersized pot shaft.  close enuf for
folk music...
