If you want to bypass the IC, then put the cap as close as possible to
the pin drawing the current and certainly not at the end of a long
trace. If you want some decoupling from upstream PS noise, put the
caps right at the power inlet. Depending on how fast your switching
transients are and where your power supply is you may want to do
none, either or both of these.
