Not to give the impression that I'm a fan of IE (I use Firefox myself),
but it's certainly possible to have a valid web page design with
overlapping divs. I only glanced at your CSS file, but it appears that
you're only specifying the vertical position of the menu box, and not
the horizontal position. Is it possible that that ambiguity is what's
causing the funny rendering in IE?
I had browsershots.org load it up, and it's interesting to see the
differences in rendering between the various browsers:

I'm still waiting on the more esoteric ones to load. The various
flavours of IE are by far the worst, but there are some noticeable
differences in the vertical spacing on the others that have loaded so far.
