>From your description, it sounds like the Line6 Tonecore developer's kit might be about right. It's aimed at reasonably hifi audio processing, and I think it's being done in partnership with Motorola. I'd hope there would be reasonable tools and some code examples to start with.
I'm having trouble tracking down any hard info about it, but you'll be able to find the press release in a quick google search.
Additionally, if you're looking to get your feet wet with audio processing development, you might look into the VST plugin spec. You can write C++ code on your favorite PC/Mac system, and use simple commodity hardware to drive it.
