[sdiy] DIY strobe tuner?

The Infinite Flanger design has a rudimentary setup to compare the clock 
frequencies of the fixed and variable BBD clocks. It uses a 4013 flip-flop 
and 2 LED's. Some other parts added might yield up a passable strobe-tuner.

I thought of using 7-segment displays having the other ring of LED's move 
clockwise or counterclockwise for sharp or flat. Then I thought just doing 
it with individual LED's would make more sense...
