It is funny that it seems a diode drop away from the correct value, but I
don't know how to intepret that knowledge given the schematic. Maybe the
input voltage to the regulator board isn't what you think it is?

I'd also measure R3, R7, R4, and R5 to see if they are indeed within 1%
of their values.
