When you say "surely, it doesn't work" are you saying that you tried it with 
a battery or proper 9VDC supply and it doesn't work now? What is the effect? 
A lot of the newer flangers and choruses and other such BBD devices that use 
an MN3207 or BL3207 usually have a zener diode in there because they usually 
run at about 6V. But something with older CMOS and no regulation won't like 
anything above 15V. But it really depends on how long you ran it this way. I 
use 12V adapter on a lot of my pedals because they sound better with them. 
But 24V is a different story.

I would say it is not completely a lost cause: depends on what fried and how 
hard it is to find.

Need more info from you to say. What probably will fry would be 40XXX series 
CMOS 45XXX CMOS will handle 20V and 24V probably wouldn't hurt it if you 
didn't run it liek that for a long time. But I haven't seen too many 
stompboxes with 45XXX series CMOS parts. If it had a 4053 or a 4016 or a 
4013 (and a lot of others) any one of them could have croaked on you. But 
these are easy to replace.

Try using it with the 9V supply and report what it does. If you're handy 
with the tools, open it up and have a look inside. I seriously doubt if you 
could figure out which part it is just by looking, but identifying each part 
and researching its ratings can give you enough info to perhaps make an 
educated guess about what broke.
