on my cheapo meter you have to push the legs of the transistors away from you a bit toward the body of the meter till you get a reading
i usually get too low or too high a reading when i first put it in and once i have it in the right way and push it, i get an accurate (i hope) reading

Knowing it's conducive to the unit doing its job if the transistors involved are beta matched, I started running the transistors I had (2N3904s and 2N3906s) through my new multimeter (it has an Hfe test socket). The meter is a cheapo one I should say.
