Hard to say.  I've seen power transistors in the past that measure 
horrible...like..2....1....  for things that should be 15 minimum.  And 
in trying one in a fix it blew out.  I'm convinced they were floor 
scrapings that hosfelt electronics got ahold of and sold as 2n3055's way 
back when.  Anyway it could be the meter.  It could be you are putting 
them in wrong.  Trying to recall if those two have the same base 
diagram...or..they could be real floor scrapings :-)  -Bob
