Xilinx gives away their development tools for low-end devices. Check out 
the "WebPack" - it's the exact same thing as their $2500 "ISE 
Foundation", but only works on smaller devices. It works fine for the 
Spartan 3E stuff.

FPGAs are complicated, but there are a lot of resources out there to 
help you get started. Check out the FPGA Synth mail list that Magnus runs:
