My preferred method is to use the Library editor to create a 'device' that uses a 'symbol' without any 'pins' - and no 'package'.
A normal 'device' has a 'symbol' and a 'package' - using the above method you can put - e.g. a pot - onto a schematic - without it showing up on the board.
Using this method though - you will need to put 'something' on the schematic/board to connect the 'real' off-board component to. i.e. a Pad, SIL connector something.
I would also recommend getting yourself a newsreader sorted to check out the Eagle user forums - they're very helpful.
