Of all the unlikely places to look in, CorelDraw V4-V6 had a 
fairly good HPGL import/export module and since it also had one 
of the better PS imports at the time this was a good way to 
convert PS->HPGL.  I haven't checked the newer versions for HPGL, 
but if you already have CorelDraw it may be worth a test, either 
to import/export or just draw the panels directly with it and then 
export to another format.
