I have to second FrontDesigner.  While it has its quirks ( it definatly
thinks in metric so a fracrac panels winds up being 5.24xxxxxxx to about 8
digits of precision tall, but in the grand scheme of things it doesn't
affect me) its very easy to do legends around knobs and if you lay out your
board with milling in mind ( vector fonts etc ) and export to HPGL and then
import that into FrontPanelDesigner, the designs do typically come out
noticably cheaper but usually don't look quite as good.  I use a photo
process so thats not a bother for me.
