In germany you can buy alcohol for medical use in 30%, 70% and (in 
restricted amounts) 90% at the pharmacy. It is a mix pure ethanol / H2O.

Some times they ask what for I do need it, so I tell them: for cleaning 
tape machine heads (which is true) - this seems to be a known usage at 
the pharmacists, because I never had trouble to get some.
