To my knowledge: Yes.
As far as i know, they designed the organ in a way that on the deep low 
register (16' or even 32') the fundamental is left out, but the human 
brain-ear-combination reconstructs the fundamental from the harmonics. 
I've experienced that myself with a couple of friends: we were doing a 
test based on exactly that. Simply holding three tones that would be the 
  first three harmonics of a tone not voiced. If held steady, one could 
hear that left-out tone, even though it wasn't there physically.
