I would say 16 steps and at least two channels, and a quantizer.

If you want multiple channels you could use a microcontroller to scan 
the pot values, store the values and output them to a DAC. You could 
have some scheme for selecting different channels to edit, and if you 
included the hardware for MIDI someone could add it at a later date. The 
downside to this approach is that most simple micros (PIC, AVR) only 
have 10 bit ADC. That would be fine if you always want the output quantized.

If you don't want to use a microcontroller, take a look at Thomas 
Henry's "Superseque". This is a good basis that could be cut back a bit.
