Well, building a modular can be an infinite story, but as a startup project 
I recommend the following:

Basics
====
4 VCOs
1 Ladder Filter plus ADSR
1 State Variable Filter plus ADSR
2 VCAs + ADSRs
1 Noise / Random
1 Ringmodulator
2 VCLFOs
1 Mixer / Output
1 MIDI2CV/GATE

Additional stuff:
==========
2 Sample and Hold
1 Effect Module (if you want to integrate effect gear in your modular, I did 
this with the http://www.wavefrontsemi.com/products/AL3201pop.html - 
chipset)
1 Phaser

... and, and, and, ...
