[sdiy] Syncable digital noise source.

This is a noise source I did a few years ago...and yep...put a reset 
funciton on it...but that is partly because I can use the noise source 
to also generate random control voltages...(single step or use a very 
low frequency clock)...for that purpose...the reset is quite useful.
