I'm sure there's not such a value as MIDI is designed to be sent as a
continuous serial stream of bytes if necessary. For example when a
chord is played on a sequencer many bytes must be sent as close as
possible to a specific point in time.
Buggy software, especially on older synths can have trouble with lots of
MIDI data all at once, but this is something particular to each synth
and as such there is no standard gap value. Maybe it's not even about
gaps, but more about what the data is and how much time it takes the
software to process it vs the rate it arrives.
