Ah, but isn't that what made PAL superior to NTSC?

Difference in hue: easily detectable
Difference in saturation: not that visible

Same with sound. Unless we're not talking about pure sine, I doubt that 
"1% off true $FAVORITE_WAVE" is really perceivable (especially to the 
MP3-wrecked ear) -- whereas "1% off frequency" is noticed rather well 
(gives about +/-5Hz deviation for 440Hz).
