[sdiy] PAIA Tubehead not functioning

Well, my first PAIA kit, Tubehead is now complete. But it's not
working :).  One good thing is that when I plug it in, there's no
smoking, burning, or ozone smell, that's good. I've triple checked the
Diodes, Capacitors, IC polarities and they are fine. I don't see any
shorts in the traces on the board. I'm a bit at a loss as to why this
isn't working. I'm not getting the power LED lit or anything. I've
rechecked the wire from the power switch to the board, there is
continuity, so the board should be getting juice.  I'm at a loss here.

Anyone familiar with this project and can take a few minutes to guide
me through how to track the problem down. I have a multimeter, etc.
