Hi Nate,

Sounds to me like they mean a 'Dry Joint', as you say, oxidisation  
causing a bad connection with the PCB. You should
be able to spot one if you look carefully as it will not have flowed  
like a good joint. They probably did not go to the expense
of silver solder...Radio Shack should be fine. I'm sure you can solder  
well enough to do the job but remember when you remove
the old solder that the copper may be oxidised as well. You can buy  
abrasive rubber blocks to polish the copper tracks on a PCB.
Make sure it is nice and clean before you re-solder.
